Oh, he's not a manager. He's a semi-retired guy who is good at schmoozing with a bunch of other old men who worked on this stuff 30 years ago. The main reason he is "running" this project is that he was available. (And the actual manager in charge is someone who has never understood that people tend to be available because nobody wants them.)
