I have a friend who refers to this as a "French toast emergency."
I do think those are pretty basic things to have on hand. And if you have a family, you could probably go through a fair amount of them in a few days. To me flour is more basic than bread (popovers for breakfast!) and I long ago figured out that one can buy things like non-fat dry milk or long-life soy milk which are perfectly fine for cooking. So the things I tend to buy are the true perishables - salad stuff and fruit (though I do keep frozen berries on hand).
I've noticed that people in my county consider wine to be a high priority.
